John Clayton of ESPN is reporting that the Browns are seriously trying to move up in the 2015 NFL Draft.
Two first round picks from the Browns to the Titans is clearly not enough to spark a trade for Mariota. Browns would need another No. 1

After reportedly trying to entice both the Rams and the Eagles to give up quarterback Sam Bradford with a first round pick in the 2015 draft, the Browns are going all the way here.
With Browns quarterback Johnny Manziel back from rehab, the Browns clearly don't have the trust in last year's first round pick. Even without the off-field issues that Maziel has had during his rookie season, his on-field production appears to have given the front office, fans and even other players hesitation on Johnny Football's ability to become their franchise quarterback going forward.
The Cleveland Browns currently have four active quarterbacks on the roster with Thaddeus Lewis, Johnny Manziel, Connor Shaw and Josh McCown as well as Tyler Thigpen as an unrestricted free agent. The Browns have been active in free agency in an effort to solve their quarterback woes by signing Thaddeus Lewis and Josh McCown in March, Tyler Thigpen and Connor Shaw in December.
It will be interesting to see if the Browns up their offer to Tennessee or if they will go after whatever quarterback is available to them at their 12th and 19th overall picks in the first round. What will be even more interesting is how this will affect what the Ravens are able to do towards the end of the first round. It could open up more skill position players for the Ravens or even push them to go defense in the first round. The possibility exists that the Ravens could even make a trade either up or down if they feel that a player is worth the loss of picks or if they feel that there are no longer any first round worthy players by the time they pick at 26th overall.
