Start 'em
TE Dennis Pitta: He had 10 catches for 83 yards last week. Granted, Joe Flacco won't be throwing the ball 62 times Thursday night (and if he does, some coaching concerns will definitely be raised), but Pitta will still be a focal point on offense. If you have him in a PPR league, you're golden.
WR Steve Smith: I'm beginning to think the older Smith might be the more valuable fantasy option this season than the younger Torrey Smith. This past Sunday, Browns receiver Andrew Hawkins, a short, shifty slot guy, caught eight passes for 87 yards. Steve Smith serves in this capacity and could be a great flex play in standard leagues and a WR2 in PPR leagues.
K Justin Tucker: This game could come down to which team's kicker gets more chances. Tucker has range from everywhere and the weather should be fine Thursday night. He has the potential to make three kicks.
Sit 'em
QB Joe Flacco: He threw 62 times last week in a game they were never down by more than 15. In the process, he only threw one touchdown, an 80-yard bomb to Steve Smith. Don't expect a repeat performance of those numbers, while he should have a much more consistent game for four quarters — at least you'd hope.
RB Bernard Pierce: John Harbaugh says he won't give up on Pierce, though you have to think Justin Forsett will get more carries. Even Lorenzo Taliaferro might see more action. Pierce will need some games to regroup confidence-wise before he can be trusted.
Sleepers
RB Justin Forsett: Given the aforementioned, Forsett is a huge sleeper option. Given how the Browns ran all over the Steelers last week, the Ravens running game should be able to find some success. Maybe that's the reason Harbaugh wanted to lift Pierce up in his press conference. It's clear the Ravens will ride the hot hand, and perhaps Forsett gets the first chance at it. He almost seems like a must-start. It's just this running back situation may take another week or two to shake out.
