Acquisitions, Releases, and a note on the 2011 Salary Cap

We know what the Salary Cap in the new CBA is $120.375M along with three exemptions totaling $3M for 2011 for a hard cap of $123.375M.  What we don't know is how the uncapped year will affect the numbers going forward into a capped year.  I say this because I can't make sense of the numbers, specifically with the Ravens and Jets.  How can the Jets be $10M under the cap when they haven't released anyone since the new CBA was ratified?  Something weird is going on... as for free agent signings and player cuts
