How long do you give a player to contribute after being drafted?

Defensive lineman Paul Kruger was drafted almost three seasons ago (2009, 2nd round - Utah). Usually it is common for players to come into their own in their third season. Kruger bulked up like the coaches wanted and still has not progressed into the guy we all hoped for. Last season Cory Redding was brought in to help but took over the starting position. This year there are an abundance of D-line prospects we could use in the DE position. Do we draft a guy or do we continue to wait?
