I loved Troy Smith coming in to the Ravens but he has done nothing outstanding to countinue to be the number 2 guy. Beck might not be better but Troy has shown he can not handle pressure. Remember the Championship game were he did nothign but eat grass the whole game. Yes his blockers could not handle the rush but he did nothing to avoid the hits because he seemed to run to the wrong side everytime and after a few hits he could not throw the ball right. The pass rushers got in his head. So whether Beck is better, I do not know, but Troy is definetly not a starter or ever will be.
